* HAITI: Receives $40.5MM IDB grant for Caracol Industrial Park

The Inter-American Development Bank (IDB) announced the approval
of a $40.5 million grant to expand the Caracol Industrial Park, a
modern manufacturing facility in northern Haiti. The resources
will bolster the Haitian government's efforts to attract more job-
generating investments in an economically disadvantaged but
potentially productive region.
The new grant for the state-owned industrial park will finance the
construction of more factory shells, canteens, administrative
buildings and other service facilities, roads and utility
networks. The IDB provided $105 million for the first two phases
of the project, launched in 2011, while the U.S. government
donated the electricity generation plant that powers the factories
and nearby communities.
Since it opened its doors, on April 1st, 2012, the Caracol
Industrial Park has signed on four tenants, creating nearly 3,000
jobs in a region where there were few formal employment
opportunities, particularly for women. The manufacturing facility
complements other projects backed by the Haitian government and
the donor community to boost development in the country's northern
departments.
The new grant includes resources for small infrastructure projects
in communities close to the industrial park, such as improving
roads or building bicycle lanes and bus stops. Additional studies
will be carried out to monitor and evaluate the economic, social,
and environmental impact of the industrial park.
As Haiti's leading multilateral donor, the IDB is currently
financing projects totaling around $1.4 billion in agriculture,
education, energy, transport, water and sanitation, and private
sector development. All IDB grants are executed by Haitian
government agencies and include capacity building resources.

GB ENERGY: Texaco Gas Stations Close in Two-Day Protest
-------------------------------------------------------
RJR News reports that Texaco gas stations throughout Jamaica will
not be opening for business on Jan. 6 and 7, as operators take
action to protest against the non-renewal of the contracts of some
of their colleagues.
GB Energy decided not to renew the contracts of three of its long
standing dealers, according to RJR News. These three Corporate
Area locations have reportedly been sold to a new operator in the
petroleum market, the report relates.
Derrick Thompson, President of the Jamaica Gasoline Retailers
Association (JGRA), confirmed in an interview with RJR News that
the Texaco dealers had decided to cease operations for two days.
Labeling the company's action "unfair", Mr. Thompson explained
that they had been "asked to leave the site without any goodwill
compensation," the report notes.
During the protest, Texaco dealers will renew their demand for GB
Energy to pay certain entitlements to the three dealers
notwithstanding any other offer made, the report relates.
Thompson has asserted that there's a strong case for compensation
to the three dealers, who have been in a more than 30-year
partnership with Texaco, the report discloses.
Regularize
RJR News relays that the JGRA head added that the Association will
be pressing GB Energy to regularize the contracts of all other
Texaco dealers.
GB Energy has reportedly remained unreceptive to the dealers'
suggestions and has instead negotiated with individual operators,
the report notes.
The report adds that JGRA has retained a lawyer to guide it along
the process.
GB Energy is the petroleum marketing company operating the Texaco
brand in Jamaica.

MAXCOM TELECOMUNICACIONES: Discloses Exchange of Notes for Equity

Maxcom Telecomunicaciones, S.A.B. de C.V. disclosed that
US$2,131,293 aggregate principal amount of its Step-Up Senior
Notes due 2020 have been exchanged into shares of its Series A
common stock (in the form of CPOs and ADRs) pursuant to the equity
subscription rights issued under the terms of the Company's
recently completed prepackaged Chapter 11 plan of reorganization.
The exchanged Step-Up Senior Notes was cancelled. As a result of
the exchange, approximately 22,655,949 shares of Maxcom's Series A
common stock (in the form of CPOs and ADRs) have been issued.

ANDEANGOLD LTD: Has Until March 3 to Cure Payment Default
---------------------------------------------------------
AndeanGold Ltd. on Jan. 3 disclosed that the Company has not made
the $150,000 payment which was due on December 31, 2013 to
Gitennes Exploration Inc. pursuant to the amended Share Sale and
Mining Agreement dated May 17, 2012. The Agreement provides the
Company with the right to acquire Gitennes' 40% interest in the
Urumalqui Ag-Au Project in Peru. Pursuant to the Agreement, the
Company has 60 days, until March 3, 2014, to cure the default.
AndeanGold has the right to earn a 100% interest in the Project
from Gitennes pursuant to an existing Option Agreement (the "60%
Option") between the parties dated April 21, 2010 and the Share
Sale and Mining Agreement (the "40% interest"). The Company
intends to pursue financing alternatives in order to cure the
default and retain its right to acquire a 100% interest in the
Urumalqui Project. Failure to do so would immediately terminate
the Agreement, but would not affect the Company's right to earn a
60% interest in the Project pursuant to the 60% Option.

AndeanGold Ltd. is engaged in the acquisition, exploration and
potential development of primarily precious metals properties,
principally in Peru and Ecuador. The focus of the Company's
exploration activities is presently in advancing its Urumalqui

Prices are obtained by TCR-LA editors from a variety of outside
sources during the prior week we think are reliable. Those

Bond Pricing table is compiled on the Friday prior to publication.

net of depreciation may understate the true value of a firm's
assets. A company may establish reserves on its balance sheet for
liabilities that may never materialize. The prices at which
equity securities trade in public market are determined by more
than a balance sheet solvency test.
