CLICO (BAHAMAS): Liquidator Seeks to Stop Fire Sale of Major Asset
------------------------------------------------------------------
CLICO Bahamas Limited liquidator Craig Gomez sought a 90-day
extension from the U.S. courts to reorganize the affairs of the
company's main asset, Wellington Preserve Corporation, which
accounts for 63% of the insolvent insurer's total assets, in a bid
to avoid a "fire sale" of a development worth "enormously in
excess" of the liens against it, the Tribune Business of The
Bahamas reports.  CLICO Bahamas is a subsidiary of CL Financial
Limited.

According to the Tribune, Mr. Gomez also wants more time to
complete Wellington Preserve's sale to a new buyer since the
potential deal with initial front runner, the Hines Group, has
fallen through.   Mr. Gomez is both president and director of
Wellington Preserve.

The Tribune, citing an August 10 filing with the U.S. courts,
relates Mr. Gomez and his attorneys placed Wellington Preserve in
Chapter 11 bankruptcy protection after the Hines Group deal
collapsed.  The report relates that Wellington Preserve needed to
be protected from a US$1.5 million judgment entered against it and
numerous creditors, who include the U.S. Internal Revenue Service.

The Tribune, citing the filing, notes Mr. Gomez said that the
property is "presently encumbered by outstanding and unpaid real
estate taxes; a judgment for approximately US$1.5 million, a
certified copy of which was recorded during the preference period;
and minor mechanic's liens claims totaling less than US$50,000."

"In this very unusual case, there is no mortgage.  The entire
parcel, before some lots were subdivided and sold, was purchased
for US$55 million in 2004.  The estimated 'as built' sellout for
the lots was over US$120 million.  As is, even in the economy of
today, the property is worth tens of millions of dollars-
enormously in excess of the encumbrances," the Tribune report
said.

The Tribune report added: "The implication of all this for CLICO
(Bahamas) policyholders and Bahamian creditors is that the return
of their monies might be further delayed, as the liquidator will
have to work out and through all the potential tax liabilities and
creditor claims."

CLICO Life and General Insurance Company South America Limited
(CLICO Guyana)'s legal team is currently trying to get back at
least part of US$6.9 billion, which represent 53% of its assets,
that was invested in Clico (Bahamas), the report adds.

Clico (Bahamas) Limited is a Bahamian company that was involved in
life and health insurance, pensions and annuities.

As reported by the Troubled Company Reporter on April 30, 2009,
Clico (Bahamas) Limited filed for bankruptcy protection under
Chapter 15 of the U.S. Bankruptcy Code before the U.S. Bankruptcy
Court for the Southern District of Florida (Miami).   Chapter 15
allows a company to seek protection from creditors in the United
States while its primary bankruptcy case is pending in another
country.

Clico commenced insolvency proceedings before the Commercial
Division of the Supreme Court of the Bahamas.  The TCR, citing a
Bloomberg report, said Clico listed assets and debt of as much as
$500 million each.  The Company, Bloomberg said, citing court
papers, loaned more than $70 million to affiliated companies which
Clico's liquidator "believes has found its way into real estate
developments."

Craig A. Gomez was appointed by the Bahamian court as liquidator
of Clico, Bloomberg reported, citing court documents.

DIGICEL GROUP: Invests JM$2 Billion in Internet Service

Digicel Group aims to gain a bigger share of the Internet market
with the launch of its 4G wireless broadband Internet service,
RadioJamaica reports.  The report relates that the company
invested JM$2 billion with the launch.

According to the report, the launch comes in the midst of a
recession in which most consumers are cutting back on spending,
but Digicel said it believes its new service will actually help
the economy.

CARIBBEAN PETROLEUM: Wants to Sell Substantially All of Assets
--------------------------------------------------------------
Caribbean Petroleum Corp. and its units ask for authorization from
the U.S. Bankruptcy Court for the District of Delaware to
implement a sale process for substantially all of their assets.

The Debtors ask for the Court's approval to enter into a stalking
horse agreement by November 10, 2010, with one or more bidders for
the purpose of establishing a minimum acceptable bid for the
assets.  The Debtors propose to provide any Stalking Horse
Bidder(s) with a breakup fee of up to 2% of the guaranteed cash
purchase price proposed in the Stalking Horse Bid, and reimburse
any Stalking Horse Bidder(s) for all reasonable and actual costs
and expenses up to US$300,000 incurred by the Stalking Horse
Bidder(s) in connection with its bid.

The Debtors propose that the deadline for the submission of bids
be set for December 10, 2010; that the auction be held on
December 13, 2010; that the date of the hearing to consider
approval of the proposed sale of the assets be January 10, 20100;
and that a deadline to consummate the sale of the assets be
February 8, 2011.

Bids must provide for a good faith deposit to be submitted to the
Debtors by the Bid Deadline in an amount equal to at least 5% of
the proposed purchase price.  Qualified bidders may submit bids
that are better and higher than the starting auction bid in an
initial increment amount equal to the amount of the Stalking Horse
protections plus US$250,000 and subsequent increments of at least
US$100,000.

A prepetition secured lender may submit a credit bid for some or
all of the assets.

If the successful bidder(s) fails to timely consummate the
purchase of the assets, or any part thereof, the next highest or
otherwise best qualified bid may be designated by the Debtors, in
consultation with the prepetition secured lender, as the
successful bid, and the Debtors will be authorized, but not
required, to consummate the sale of the assets to the qualified
bidder that submitted the back-up bid.

The U.S. Trustee for Region 3 will convene a meeting of Caribbean
Petroleum Corp., et al.'s creditors on September 16, 2010, at
10:00 a.m.  The meeting will be held at J. Caleb Boggs Federal
Building, 2nd Floor, Room 2112, Wilmington, Delaware 19801.

This is the first meeting of creditors required under Section
341(a) of the U.S. Bankruptcy Code in all bankruptcy cases.

All creditors are invited, but not required, to attend.  This
Meeting of Creditors offers the one opportunity in a bankruptcy
proceeding for creditors to question a responsible office of the
Debtor under oath about the company's financial affairs and
operations that would be of interest to the general body of
creditors.

Caribbean Petroleum Corp. and its units ask the U.S. Bankruptcy
Court for the District of Delaware to extend the deadline to file
the schedules of assets and liabilities to 60 days after the
Petition Date.

The Debtors say that given the amount of work entailed in
completing the schedules, and the competing demands upon the
Debtors' limited staff to address numerous critical operational
matters during the initial postpetition period, they won't be able
to properly and accurately complete the schedules within the
required 30-day period.

HELM BANK: Venezuela Shuts Down Bank for Connections to Banco Real
------------------------------------------------------------------
The Venezuela government took control of Helm Bank de Venezuela SA
and suspended its operations, Charlie Devereux at Bloomberg News
reports, citing a resolution published in the Official Gazette.

According to the report, the Superintendent of Banks & Other
Financial Institutions (Sudeban), cited the "deterioration" of
Helm's finances and its links to Banco Real Banco de Desarrollo,
another bank shut down by the government last year.  The report
relates Sudeban said that Helm Bank's sole investor was Banco Real
Banco de Desarrollo.

Monday's edition of the TCR-LA delivers a list of indicative
prices for bond issues that reportedly trade well below par.
Prices are obtained by TCR-LA editors from a variety of outside
sources during the prior week we think are reliable.   Those
sources may not, however, be complete or accurate.  The Monday
Bond Pricing table is compiled on the Friday prior to
publication.  Prices reported are not intended to reflect actual
trades.  Prices for actual trades are probably different.  Our
objective is to share information, not make markets in publicly
traded securities.  Nothing in the TCR-LA constitutes an offer
or solicitation to buy or sell any security of any kind.  It is
likely that some entity affiliated with a TCR-LA editor holds
some position in the issuers' public debt and equity securities
about which we report.

Tuesday's edition of the TCR-LA features a list of companies
with insolvent balance sheets obtained by our editors based on
the latest balance sheets publicly available a day prior to
publication.  At first glance, this list may look like the
definitive compilation of stocks that are ideal to sell short.
Don't be fooled.  Assets, for example, reported at historical
cost net of depreciation may understate the true value of a
firm's assets.  A company may establish reserves on its balance
sheet for liabilities that may never materialize.  The prices at
which equity securities trade in public market are determined by
more than a balance sheet solvency test.
