BANK KHRESCHATYK: Fitch Affirms B Rating on LT Foreign Currency
---------------------------------------------------------------
Fitch Ratings affirmed Ukraine-based Bank Khreschatyk's ratings
at Long-term Foreign Currency Issuer Default B, Short-term B,
Individual D/E and Support 4, following the recent mayoral
elections of the City of Kiev.  The Outlook on the Long-term
Foreign Currency Issuer Default Rating remains Stable.

At the same time, Fitch also assigned a Long-term Local Currency
IDR of B/Stable Outlook to Khreschatyk, a Recovery Rating of RR4
and a Long-term rating of B to the bank's outstanding UAH100
million bond, due May 2010.

Fitch also warns of potentially increased risks for the  bank as
a result of the probable change of the City mayor, and notes
that this could still lead to a negative rating action in the
future.

Khreschatyk's IDR, Short-term and Support ratings are based on
the limited potential for support from the City of Kiev, the
bank's majority owner, in case of need.

The Individual rating reflects the bank's small size, modest
profitability, weak capitalization, concentrated balance sheet
and the risks associated with a rapid growth strategy, as well
as certain weaknesses in the operating environment.  However, it
also considers the bank's adequate asset quality and low market
risk profile.

Fitch notes that the probable new mayor of Kiev, Leonid
Chernovetsky, official confirmation of whose victory is expected
shortly, is widely believed to be the main owner of another mid-
sized Ukrainian bank, Pravex.

Mr. Chernovetsky has also reportedly stated his intention to
transfer substantial current account balances of the City out of
Khreschatyk, and the possibility also exists that he would
ultimately favor the City's disposal of its stake in the bank.

At the same time, Fitch comments that Mr. Chernovetsky has yet
to make any official statement on possible City policy in
respect to Khreschatyk, and also notes that any decision on a
sale of the City's stake in the bank would need to be taken by
the City's independently elected Council.

A decision on the withdrawal of City balances from its current
account, and likewise on the non-renewal of very large term
deposits placed by the City with the bank, could be taken by the
new mayor.  However, the bank has always allowed for this
possibility in its liquidity management, with substantial liquid
assets held to match the City's current account and short-term
loans with broadly similar maturities funded out of the term
deposits.

Fitch will closely monitor any impact, which the probable change
of mayor has on the relationship between the Kiev City
Administration and Khreshatyk.  A rating action would be most
likely to follow if the new mayor announced plans for the City
to sell its stake in the bank.

However, other statements or actions which have a material
negative impact on Fitch's view of the likelihood of support
being forthcoming in case of need - for example were there to be
a significant weakening of the close business relationship seen
to date between the City and the bank - could also contribute to
a negative rating action.

Khreschatyk was founded in 1993 and was Ukraine's 14th-largest
bank by assets at end-2005.  It has a network of ten full
branches and 49 outlets, mainly in Kiev or the Kiev region.

BRITISH AIRWAYS: Increases Fuel Surcharge Starting April 21
-----------------------------------------------------------
British Airways will increase the fuel surcharge on its longhaul
flights starting April 21 as a result of further rises in the
price of fuel.

The longhaul fuel surcharge on tickets sold and issued in the UK
will increase from GBP30 per sector to GBP35 per sector.   The
shorthaul fuel surcharge will remain unchanged at GBP8 per
sector.

British Airways' Commercial Director, Martin George disclosed,
"Our fuel costs remain a real burden.  The price of oil has
risen above US$70 a barrel and experts anticipate it staying at
these levels for some time."

"Our annual fuel bill for 2005/2006 is expected to be some
GBP1.6 billion.  We estimated previously that this would rise by
GBP400 million in 2006/2007 but at these prices, we would now
expect this year's fuel bill to be GBP600 million higher at
GBP2.2 billion."

"This latest fuel surcharge rise is very regrettable but we have
little choice to pass some of our extra costs on to our
customers.   Fuel is our second largest cost after employee
costs."

"We believe that it is better to be transparent with our
customers by showing the level of fuel surcharge they are paying
rather than hide the costs by raising fares behind the scenes
like some other airlines choose to do.  This approach would
enable us to reduce the surcharge should fuel prices fall over
time," he concluded.

The additional fuel surcharge only applies to tickets issued
from April 21.  It does not apply to tickets already paid for
and issued.

British Airways will look to increase its fuel surcharges to
similar levels on longhaul flights sold in overseas markets.

FARRINGDON MORTGAGES: Fitch Rates Class B2a at BB
-------------------------------------------------
Fitch Ratings placed all tranches of Farringdon Mortgages No. 1
PLC on Rating Watch Negative following poor collateral
performance that has culminated in a reserve fund draw.  The
rating actions are as follows:

-- Class A1a and A1a DAC: AAA on RWN;
-- Class A2a and A2a DAC: AAA on RWN;
-- Class M2a: A on RWN;
-- Class B1a: BBB on RWN; and
-- Class B2a: BB on RWN.

Fitch will resolve the RWN after conducting a detailed full
loan-by-loan analysis on this portfolio.  Further comment will
be made within one month.

A drawing on the reserve fund for FM1 took place on today's
interest payment date.  The amount drawn is GBP216,187, out of a
total reserve at the previous IPD of GBP1,371,535, thus
representing 18.71% of available first loss.

Following the draw, the reserve fund currently stands at 0.92%
of the initial note balance, which is below the initial level of
0.98% at closing.  Excess spread in the transaction is reduced
substantially due to the presence of the detachable coupons,
which are linked to the Class A notes and pay a rate of 2.59% of
the principal amount outstanding.

The existence and extent of the DACs were incorporated in the
initial cash flow modeling; however, high arrears have
exacerbated the low excess spread position.  Owing to the
current performance, the reserve fund shows little sign of
attaining its target level of GBP5.25m.

In addition, a number of one-off irregular payments, including
block insurance and legal expenses, had to be made this quarter
as a result of extraordinary expenses and accounting errors.  In
addition, a servicing fee paid late in respect of the previous
period meant that two servicing fee payments had to be made this
quarter.  These factors contributed to the extent of the reserve
fund draw and may have been recouped from excess spread had they
been billed regularly.

Prepayment speed has also been very low to date due to
redemption penalties borrowers experience when prepaying their
loans.  Average prepayment speed was low at 10.81% in the last
year, which resulted in little growth in the credit enhancement
levels.

Fitch recognized that the profile of the underlying collateral
has a substantially higher proportion of adverse credit
borrowers than other UK non-conforming transactions seen in the
market today and accordingly it calculated a weighted average
frequency of foreclosure for each rating category at the upper
end of the WAFF range for UK non-conforming transactions.

This was reflected in high CE levels compared to many other non-
conforming transactions.  High exposures to certain loans that
Fitch considers to be key drivers of default were stressed in
the initial rating process and are reflected in the initial CE
levels.

FM1 currently contains 479 loans out of 845 loans that are
classified as "heavy adverse".  At April 2006, 49% of borrowers
have been the subject of at least one county court judgment
while 1.78% of borrowers have experienced a bankruptcy order.
These characteristics are also adjusted to reflect borrowers'
past credit issues.  Some 74.45% of loans are to borrowers who
self certified the income on their application.

Fitch increases the default probability on these loans due to
the additional affordability risks associated with self-
certification.  There are also a high number of loans in the
portfolio that are secured on properties in London, outer metro
and southeast regions.

At April 2006, 60.33% of loans by value is secured on properties
in this region.  Fitch assumes its highest region-specific
market value declines for these areas.

This relatively unseasoned transaction, with a weighted average
seasoning of 16 months has 18.76% of loans that are more than 90
days in arrears compared with an average of 8.76% for similarly
seasoned UK non-conforming RMBS transactions as per Fitch's UK
non-conforming index.

Crystallized losses totaling GBP91,453 were realized during the
current period following repossession and sale of seven
properties. This has also had a negative impact on the available
revenue funds.

                        *    *    *

Moody's Investors Service has changed the outlook on the FKI
plc's Ba1 ratings to negative from stable.

The rating action was prompted by FKI's continued weak retained
cash flow relative to the absolute level of adjusted net
indebtedness.  Moody's last downward rating action dated
March 11, 2005, incorporating a stable outlook, anticipated that
FKI's performance against this metric would result in an
improvement over 10%.

LANSDOWNE MORTGAGE: Fitch Puts BB Rating on EUR2.8 Mil. B2 Notes
----------------------------------------------------------------
Fitch Ratings placed final ratings to Lansdowne Mortgage
Securities No. 1 PLC's EUR370 million-equivalent mortgage-backed
floating-rate notes as follows:

-- EUR-equivalent 75 million Class A1 notes due 2016: AAA;
-- EUR-equivalent 258 million Class A2 notes due 2045: AAA;
-- Class X interest-only mortgage-backed fixed-rate due 2045:
    AAA;
-- EUR-equivalent 13.85 million Class M1 notes due 2045: AA;
-- EUR-equivalent 9.25 million Class M2 notes due 2045: A;
-- EUR-equivalent 11.1 million Class B1 notes due 2045: BBB;
    and
-- EUR-equivalent 2.8 million Class B2 notes due 2045: BB.

The collateral underlying the notes in this transaction consists
solely of Start Mortgages Limited originations.  SML has a
minority share holding by the senior management team, most of
whom are ex-General Electric senior executives, and the majority
shares are held by The Kensington Group.

This is the first securitization of non-conforming residential
mortgages on properties located in Ireland and the first
issuance by Start Mortgages Limited.

The final ratings are based on the quality of the collateral,
available credit enhancement, the underwriting criteria of SML,
the primary servicing capabilities of Homeloan Management Ltd
and the special servicing capabilities of SML and the sound
legal structure of the transaction.

Credit enhancement for the Class A notes totals 10.65% and is
provided by the subordination of the Class M1, Class M2, Class
B1, Class B2 and an initial reserve fund representing 0.65% of
the initial issue size.  The reserve fund is to increase to a
target amount of EUR3.7 million, funded from available excess
spread.

To determine appropriate credit enhancement levels, Fitch
analyzed the collateral using its Irish Residential Mortgage
Default Model 2006.  The agency also modeled cash flows using
the results of the default model with structural stresses
including various prepayment and interest rate scenarios.

The cash flow tests showed that each Class of notes could
withstand loan losses at a level corresponding to the related
stress scenario without incurring any principal loss or interest
shortfall and can retire principal by legal final maturity.
