DEVA CLEAN: Declares Insolvency, Has Debts Of Bfr72 Million

Deva Clean, the Bierges-based specialist in collecting domestic
waste, paper and cardboard, was declared insolvent by the Nijvel
commercial court. Deva Clean was founded in 1995 and employed 31
staff. The company had debts of BFr72m. Activities have been
discontinued, De Financieel Ekonomische Tijd & World Reporter
reported earlier last week. Three French groups had shown an
interest in the company but all acquisition attempts failed.


DVW TEXTILES: Insolvent Group Waits for Second Bid
--------------------------------------------------
De Standaard & World Reporter said Thursday that the receivers of
Belgian textiles group DVW Textiles, which was recently declared
insolvent, have agreed to extend the period in which a takeover
bid can be made. Catelpa wants to re-start the company with 330
of the 467 employees and presented a BFr1.168bn investment plan.
A second candidate-bidder, Belgian company Empire Carpets, asked
for more time to organize the financing of the bid. The receivers
have given the company until September 7 this year.


LOUIS DE POORTEERE: Files For Liquidation
-----------------------------------------
The De Financieel Ekonomische Tijd & World Reporter reported last
week that Louis de Poortere (LPD), the liquidated Belgian
tapestry manufacturer was still showing great confidence at the
annual tapestry trade fair Domotex in Hannover in January.  
Company chairman Eric Smet had received news about a pending
agreement with the banks and hoped to close the year with an
operating break-even.

Louis de Poortere started production of woven woollen carpets in
1929, founding the first tapestry factory in Flanders. After
strategic mistakes and recurring financial problems, the company
filed for liquidation in August of this year. The brand name
'Louis de Poortere' is part of LPD property, according to the
World Reporter.


LOUIS DE POORTEERE: More Candidates Express Interest in Takeover
----------------------------------------------------------------
The De Financieel Ekonomische Tijd & World Reporter reported
earlier last week that Reginald de Poortere, the grandson of the
founder of insolvent Belgian carpet manufacturer Louis de
Poortere, is the fourth candidate expressing an interest in
taking over the company. The other candidates are Balsan, Lano
and Domo, together with Pascal Dryon of de Poortere Freres. Mr de
Poortere will contact the firm's receivers in the next few days.
A concrete acquisition plan has not been drawn up as important
elements are still unknown. An acquisition plan would also depend
on the level of available financing.

ALIACHEM:  US Executive Challenges Process for Sale
---------------------------------------------------
Former industry executive Philip Meisel has circulated a letter
addressed to Alexander Vacek with an offer of Kc900 million for
ailing chemical company AliaChem, whose shares are being sold in
a spin-off from bankrupt Chemapol Group. The letter from the
American investor, who reportedly claims to have access to
financing and a significant interest in AliaChem's assets, also
urged Vacek to withdraw from his position as Chemapol trustee,
the Prague Business Journal reported yesterday.  

The Journal said Ministry of Industry and Trade head of
restructuring Josef Jarabica confirmed that the ministry was
pushing for more state help, proposing that Konsolidacni provide
AliaChem, which has debts of about Kc 3.7 billion, with about Kc
1 billion worth of subsidies. The Cabinet is expected to discuss
the ministry's proposal this week. The process of selling the
49.25 percent share of AliaChem has already led to disputes
within the Cabinet, particularly between the Finance Ministry and
the Ministry of Industry and Trade.

While Finance supported the bid for AliaChem from Konsolidacni,
the latter reportedly lobbied for Agrobohemie. The Ministry of
Industry and Trade is supposed to submit its proposal on the form
and size of the government assistance to AliaChem this week, the
Journal said.

PARNU SOOJUS: Slated for Privatization
--------------------------------------
The BNS reported yesterday that the best bid for privatizing
Parnu Soojus (Parnu Heat) came from the Swedish-owned Vattenfall
Estonia, which will buy 99.95 percent of the shares in the
heating company for the sum of 55 million kroons (USD 3.15 mln).

Vattenfall will guarantee a 70 million-kroon investment in the
company over a period of 10 years, a spokesman for the Parnu city
government Romek Kosenkranius told BNS.

Besides Vattenfall, SCA Dalkia made a bid for the Parnu Heat
shares but it did not conform to the stated offer conditions. In
the first round of privatization Fortum Energia, Vantaa Energy
Ltd. and Kotka Energy Ltd. took part as well. The steering
committee of Parnu Heat's privatization will analyze the
conformity of the offer to the established criteria and send the
best offer for approval to the city council's Sept. 21 meeting.
Additional conditions to the offer included an obligation to pay
back or guarantee proper servicing of loans made to the heating
company by the City of Parnu.

Parnu will retain control over the firm through a B share that
will give the city the rights of owner of 34 percent of A shares
in Parnu Heat. Parnu Heat is Estonia's fifth largest heating
utility with a turnover of 48 million kroons in 1999, according
to BNS.

BOURGOIN GROUP: Trade Union Rejects "Scaling Down"
--------------------------------------------------
The food and forestry sector branch of the French CGT trade union
(FNAF-CGT) said yesterday that it will oppose any takeover bid
for the French poultry group Bourgoin that would involve "scaling
down" the group's activities. The Le Figaro & World Reporter
reported this week that the union said it would reject any offer
that could result in "site closures and job losses". However,
five candidates have so far made a bid for the troubled group,
which has been in receivership since August 22. The receiver will
submit his report on these offers to the Sens county court; the
court's decision is expected to be handed down in October.


ELA PRO: Is Placed Into Receivership
------------------------------------
Ela Pro, the French gasket manufacturer based in Creutzwald,
Lorraine, has been put into receivership by the Metz commercial
court, despite the efforts to save the company. All 28 employees
have been laid off. The company was created five years ago by Ela
Tech, which invested FFr8 million (1.2 million euros) in the
site. Striking staff still occupy the factory, the Les Echos said
Thursday.

According to Les Echos, Nicolas Koch, who was appointed receiver,
says this is the first time that a viable company has been closed
down in Lorraine and that the German press has mocked this
situation, which is harmful for the industrial conversion of the
area. The majority of staff, 90 per cent of whom are women, were
opposed to the last solution put forward by management and public
authorities, which involved granting leave for retraining to nine
employees.


SENSEMAT: Goes Into Liquidation
-------------------------------
Fleurance-based French tool group Sensemat went into liquidation
and has been put into receivership. The diversified group, active
in the production and distribution of electric and manual tools,
car accessories, cycles, watches (Lip and Performer), property
and publishing, employs almost 500 people and had a turnover in
1999 of FFr 750 million, Les Echos & World Reporter said last
week. According to chief executive Jean-Claude Sensemat, the
Sensemat Outillage subsidiary, which started to lose money in
1998, is the source of the difficulties, the Reporter said.

EXPO 2000: Auditors Investigate Losses of Ailing Fair
-----------------------------------------------------
Agence France-Presse last week reported that Germany's federal
Audit Office will investigate the financial debacle afflicting
the Expo 2000 fair in the northern city of Hanover, the president
of the office said Wednesday last week. Expo 2000's organisers
expect to file a loss of 1.1 to 1.2 billion euros (980 million to
1.06 billion dollars) when the five-month event closes on October
31, far more than the 200-million-euro deficit tabled in the
provisional budget.

Last week the government and regional authorities of Lower Saxony
injected 430 million euros into the ailing fair to save it from
immediate insolvency. Expo 2000, the first such international
exposition ever held in Germany, has been hit by poor attendance
since it opened on June 1. An average of only 110,000 people
visited the fair per day during peak periods, far below an
average entrance rate of 260,000 visitors per day expected for
the whole of the exhibition, according to Agence France-Presse.

DOMINANCIA RT: Stakes of Liquidated Firm Transferred to Reorg
-------------------------------------------------------------
Dominancia Rt is scheduled to be liquidated and its assets
transferred to Reorg-Apport, a wind-up company owned by the State
Privatization and Holding Co. (APV Rt) that was formed to sell
companies in which Postabank Rt had stakes. The stakes of
DOMINANCIA RT in other firms will also be transferred to Reorg-
Apport. According to Kereskedelem 2000 Kft's general manager
Katalin Pov zsay, this decision is line with Reorg-Apport's
business policy, Hungary A.M. reported last week.

FLS AEROSPACE: Plunges to First Half Loss of 53m Euros
------------------------------------------------------
Aircraft maintenance firm FLS Aerospace, which employs 1,800
people in Dublin, has reported E53.8m in losses for the first
half of the year. This figure is almost double the losses the
company suffered in the previous 12 months, which led to the
launch of a "drastic turnaround process" earlier this year. The
company says 60 jobs will be trimmed from its Dublin workforce as
part of an overall slimming of 350 jobs in its entire operation,
which also involves operations in Britain and Denmark, Yahoo
Finance UK reported yesterday.

However, a spokeswoman for the company told the Irish Times that
operating results for the six months were "what we have
expected". She added: "We are still working to the same plan to
get back in the black by 2001." In May of this year, FLS issued a
profit warning, saying that "prospects of a substantially
improved financial result will not be fulfilled."

TISCALI: Announces H1 Pre-Tax Loss of 36.3 Mln Euros

Italian telecoms and Internet company Tiscali reported
consolidated pre-tax losses of 36.3 million euros for the first
half of 2000, coupled with a gross operating loss of 16.59
million euros. Italy's third largest Internet Service Provider
said the pre-tax result includes 11.6 million euros of goodwill
amortisation relating to acquisitions, without which its
underlying pre-tax loss came in at 24.7 million euros, Reuters
said last week.

Accordingly, the earnings before interest, tax, depreciation and
amortization or gross operating income showed a loss of 16.59
million euros including 13.2 million euros of spending on
advertising, Tiscali said in a half-year statement.

HOLLANDSCHE BETON: Posts First Half Loss of E102m
-------------------------------------------------
The Financial Times reports Hollandsche Beton Group (HBG), the
Dutch construction company whose merger plans collapsed in July,
announced a drastic change of course after issuing a profits
warning and posting a first half loss of E102m ($90.6m). The
company, whose president Jan Veraart resigned in the wake of the
failed merger with Boskalis, Europe's leading dredging
contractor, will complete a strategic re-organization by the
beginning of next year, selling unprofitable units and improving
the quality of the workforce and production processes.

HBG will take provisions of around E166m ($149m) and as a result
expects to post a net loss of E68m for the full year, compared to
E63m profit in 1999. These provisions include write-downs on
several participating interests and losses of contracts in Weyss
& Freytag, its German civil engineering division. Doubts over the
viability of that unit lay behind the failed merger, the
Financial Times said.


HOLLAND CHEMICAL: Brenntag Makes $257 Mln Bid
---------------------------------------------
Reuters reports Brenntag AG, a unit of German logistics and
trading firm Stinnes, launched an agreed 288 million euros ($257
million) bid for Holland Chemical International saying it
intended to offer 16.2 euros per share to create the world's
largest chemicals distributor. Stinnes, which will also assume
HCI's net debt of 257 million euros, said the deal would make a
substantial contribution to earnings from 2001 and not hamper
further acquisitions.

HCI management said it would support the offer, which is expected
to be formally made within 30 days. The price represents a
premium of 54.3 percent against the closing share price of HCI on
August 31, the last trading day before HCI shares were suspended
in Amsterdam, according to Reuters.


DUTCH FINISH: Fabrics Manufacturer Declared Insolvent

De Volkskrant & World Reporter reported yesterday that fabric
manufacturer Dutch Finish has been declared insolvent by the
Maastricht court. Dutch Finish's parent company, Aken-based
Dechamps Textil AG, had already filed for liquidation. The
company was Dechamps' only supplier and produced woollen fabrics
for suits. The receiver is studying the possibility of a restart
but the market for woollen suits has declined in the last two
years.

COMTIM: Liquidator Seeks Co-Investors
-------------------------------------
PricewaterhouseCoopers, liquidator of indebted Romanian pig farm
Comtim, is seeking co-investors in the farm. The liquidator said
Australian Smorgon Group and Cojo Group, which jointly bought
Comtim's core assets for USD12.5 million under a contract signed
in July, needs an additional USD12 million or so in working
capital, Reuters last Thursday.

Potential investors were invited to send letters of intent to
PricewaterhouseCoopers' Romania office by September 8. Investors
willing to contribute the funds will get a 50 percent stake in
Comtim International SRL, a firm created by the Australian groups
to handle the Comtim deal, a PricewaterhouseCoopers official
reportedly said.

According to Reuters, if no letters of intent show up by the
deadline, the liquidator will consider alternatives to raise the
money. Restructuring of Comtim, facing debts of about USD130
million, was a demand under Romania's accords with international
lenders. The pig farm was turned over to the liquidator last
year.


ROMLINE: Fights Bankruptcy from Debts of $40 Million
----------------------------------------------------
Agence France-Presse reports Romania's shipping industry said it
lacks the funds required to repatriate some 220 stricken sailors
running short of food in foreign ports. The predicament comes as
the Romanian shipping company Romline battles bankruptcy from
debts amounting to some 40 million dollars (44.3 million euros),
leaving some 15 of its vessels impounded in Bangladesh, Greece,
Italy and Britain.

Radu Sarbu, the president of the Romanian governments' state
holdings arm FPS (the majority stockholder of Romline), said the
government had refused to release the necessary funds to
repatriate the sailors despite appeals from Romline. To make
matters worse armed pirates looted one of Romline's seized cargo
ships in a Bangladeshi port. The "Ardeal" has been held for over
a year in the port of Mongla in a legal dispute over its cargo of
rice. The crew has not been paid for four months and food stocks
are running out, union officials said.

Romline's management resigned en masse last week saying it could
not help its sailors. Romania's commercial shipping fleet, which
in 1990 comprised 450 vessels including 300 tankers carrying oil
or minerals, has been decimated following a series of fraudulent
deals. The three ship operators into which it was divided are
currently all facing bankruptcy, according to Agence France-
Presse.

JOTSA: Faces Pressure, Goes for Temporary Receivership
------------------------------------------------------
In reports from the Gazeta de los Negocios and The World
Reporter, union representatives of employees of Spanish
construction company Jotsa plan to apply pressure this week to
arrange a meeting with the management of Nueva Rumasa, the
company that took control of Jotsa in June. Sources close to the
workforce of Jotsa claim that the new owner has yet to submit any
rescue plan for Jotsa, which has suspended payments.

Jotsa currently has 85 employees and unions claim that the
company has just three projects with no new contracts in the
pipeline. Prior to going into temporary receivership the company
had 115 contracts in its order book. Its principal creditors, the
Spanish confederation of building contractors (Cenacop) and
Deutsche Bank of Germany, have yet to be called to the
negotiating table at which they would be prepared to write off 40
per cent of the debt due in the next three years, the reports
said.

AFX reported late last week that Complet-e Holding AG said it
posted a net loss of 9.7 million sfr on sales of 1.7 million in
the first-half, while it reported an operating loss of 9.9
million sfr, without providing year-earlier comparison figures.
The company also announced that trading in its shares on the SWX
Swiss New Market would be suspended, due to "extraordinary
circumstances". It added its first-half results had been worse
than expected, saying investments made in Germany failed to
materialize.

DOME: Needs More Cash
---------------------
The Financial Times reports the executives on the UK Millennium
Commission will hold an emergency meeting to discuss the finances
of the troubled Dome, amid fears that the attraction could need
more money to stay open until the end of the year.

It is understood that "substantive" discussions have taken place
between the Dome's operator New Millennium Experience Company and
the commission, which distributes National Lottery proceeds. NMEC
executives are reportedly worried that the Dome may need
additional funding to prevent a fresh cash flow crisis if visitor
numbers disappoint. Another demand for cash would re-ignite a
political row over the attraction, which the Conservative
opposition party says should be closed early, according to the
Times.

The Times said the Dome has had poor attendance for much of this
year. Figures released last week showed that it welcomed 551,216
visitors in August. The monthly total, helped by the summer
holidays, was exceeded only by July, which was boosted by free
school trips. However, last month's daily average of 17,781 was
still below the 22,368 needed from the beginning of this month
until the end of the year if NMEC is to meet a revised target
agreed in May of 7m visitors in 2000.

EIDOS: Announces Takeover Talks with France's Infogrames
--------------------------------------------------------
Troubled video games company Eidos, which is in takeover talks
with France's Infogrames, last week reported flat second-quarter
results and said it expected operating costs to be up to pounds
10 million lower by the end of the year. The company, famous for
producing the game Tomb Raider, which stars the animated heroine
Lara Croft, said that its quick expansion had led to a sharp rise
in operating costs. Eidos has tackled this by reducing the size
of its workforce, the Times reported yesterday.

According to the Times, second-quarter sales for Eidos were
unchanged at pounds 16.8 million, while pre-tax losses increased
6.7 per cent to pounds 22.3 million. Losses per share fell from
16p to 14.8p. No interim dividend will be paid. Charles Cornwall,
Eidos's chief executive, said the company continues to suffer
from falling margins. However, he added: "We remain confident
that Eidos can trade through the current market difficulties."

MONTINEX: Goes Into Receivership

Kwik-Fit, the car repair business owned by Ford, will buy 107 of
Montinex Group's 140 tyre and exhaust dealerships for an
undisclosed sum from Ernst & Young, the receiver. Yorkshire-based
Montinex, which owns Charlie Brown, Northway Tyres, Chessington
Tyres and Malvern Tyres, went into receivership in August with
debts of pounds 42m, the Sunday Times reported.


UNIVERSAL PROMOTIONS: Times Clarifies Company's Identity
--------------------------------------------------------
The Sunday Times reported last week the government is winding up
Universal Promotions, a Wirral-based company involved in charity
publications. Universal Promotions of Bath, an advertising and
marketing business, asked Times to point out there is no
connection between the two companies.
